REST API for workflow using wrong date format

1. the last modified date comes back in JIRA complete format. I suppose that is ok, but I thought the standard was JSON date format. JIRA complete is more difficult to deal with and I noticed at least 1 instance of data that was not in the correct format. At least the date format should be documented
