Permit edit operation while retain inactive user as assignee/reporter of the issue

    Description

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      During a edit operation, I discovered that it is only possible to edit the issue if I set the inactive accounts as active, otherwise either the assignee or reporter fields are prompted for.

      It would be very desirable to be able to preserve the reporter and assignee even if the user account is inactive.
