JIRA's current behavior is to hide fields that has empty (null) value. The purpose is to prevent those fields to clutter the issue view screen. However, some fields need a permanent visibility even though it is empty, as it will need to be added in the later stage/status.

Therefore, allow options to enforce Custom Field visibility in the issue view screen, through the Field Configuration page.

Workaround

Add a Default Value into the custom field in the Field Configuration page, to enforce its visibility
