Second tip from project sidebar help can't be dismissed

As you can see, the second step of the sequence of dialogs is visible, however there is no next or done button available. We (rchatfield and myself) tried to reproduce in a fresh jira-projects but no success.

This Dark Feature was present in the instance: com.atlassian.jira.projects.ProjectCentricNavigation.Switch.
