Summary

Users are unable to log into JIRA, receive a "Webpage has a redirect loop" error in browser

Environment

JIRA 6.5-OD-03-002

Steps to Reproduce

1. User logs into instance with their Username/Password
2. After a few seconds, they receive an error indicating that the page has a redirect
   

If User modifies the URL (for example: instanceurl/secure/ViewProfile.jspa) they can access the instance however when they click on the JIRA Home button, they receive another redirect indicating instanceurl/servicedesk/agent/onboarding.

Expected Results

Customer is able to login and access the JIRA Dashboard

Actual Results

Upon login, page generates a Redirect Loop Error and does not load

Workaround

Adding the affected User(s) to Service Desk Agents group, letting them login, and then remove them from Service Desk Agents group
