If JIRA fails to start then it NPEs in its error.jsp page

      Steps to Reproduce:

      1. point JIRA at a newer version of the DB than the code version
      2. browse to JIRA

      Expected:

      JIRA shows a user friendly error message in a pretty errors.jsp page

      Actual:

      An NPE happens due to missing dependencies in the Bootstrap Container.
