Improve dashboard usiblity by adding free text gadget titles and dashboard description text

I suggest that to help the users quicker understand content in dashboard possiblity for dashbboard onwer to:
1) add a free text describing the dashboard (new gadget).
2) add gadget titles (free text)
3) default text for some gadget can be removed, e.g. "Filter Results", "Two Dimenional Filter Result", "Pie Chart", is of absolutely no interest to the user (who looks at Dashboard), and can be be removed.

Maybe the user could chose between showing gadget default title or creats its own.

Rational:
The dashboard user needs information what content is showed in the gadget.
Previsouly I did be given by chosing the name of filter visely (this is no long possible refer to JIRA-42723. In 6.2 and ealier, I gave the filter a name like "Project Name - Defects - priority distribution", and that was shown as a "title").

From a user point of view I think the current default text, e.g. "Filter Results", "Two Dimenional Filter Result", "Pie Chart", is of absolutely no interest to the user (who looks at Dashboard), and can be be removed.
