Summary

On every startup JIRA is logging an ERROR about a missing file:

Steps to Reproduce

1. Install JIRA.
2. Start it up.

Expected Results

JIRA does not report the file as missing.

Actual Results

JIRA logs an ERROR that the file is missing.

Notes

It appears to be missing in JIRA 6.4.1 and higher.
