Assignee not the expected Component lead via REST

      When we create an issue with multiple components via JIRA UI the assignee is always the lead for the first component alphabetically.
      However that is not the case when creating the issue via REST.

      Steps to reproduce
      Set component leads to be the default assignee
      Create an issue with multiple components

      Expected Behaviour
      Assignee is the component lead for the first component alphabetically

      Actual Behaviour
      Issue is assigned to another component leads
