Issue Collector cannot be created if Assignee is forced to Default Assignee

If the Instance has been configured not to allow unassigned issues, and the Project Lead has been set as the Default Assignee, then the Issue Collector will still not allow you to create a new one.

The Following Error is shown:

You cannot create an issue collector for this project, because the following fields are required on the project and those field types cannot be displayed to anonymous users. If the field is changed to be optional or a default value is provided, then an Issue Collector can be created for the project. Not allowed fields: Assignee

The Issue Collector should default back to the Automatic (Project Lead) User if the instance has been configured in this way.

Steps to Reproduce

1. Go to General Configuration and set Allow unassigned Issues to Off
2. Create a new project and make the Project Lead the default Assignee
3. Go to Project Administration > Issue Collectors > Add Issue Collector
4. Try to create a new Issue Collector, the above error is thrown.
