This behavior can be reproduced. However, the root cause is not because of the number of projects or project pages. We have identified the root cause and reported it in JRA-43888. Thus, we're closing this ticket as Tracked Elsewhere. Please follow JRA-43888 for a Workaround.

The search function when "View(ing) All Projects" does not return the expected result when there are more then one page of projects to start with.
