We need to be able to limit the ability to link issues by the issue status. If one issue is closed, I don't want to see that one in link-eligible issue list while linking(relating).

We are trying to use Jira for requirement and release management as well as issue tracking, and the ability to lock down issues (requirements and tests) once they are "closed" is critical to our ability to meet regulatory requirements.

Just like the jira.issue.editable=false flag, it would be great to have jira.issue.linkable=false flag.
