Ability to watch a whole project

Not sure the best way to do this.

Existing method includes making a developer that doesn't exist, who is the default developer for a project. This developer can have the email address of a mailing list.

Perhaps have a concept of project properties (maybe useful for JRA-425 also). Have a user(s) that automatically watches all new issues for that project.
