List of potential assignees is not displayed unless a character is entered in the user picker

      In JIRA 5.1.1 A user could press the down arrow and scroll through the list of assignable users.

      In JIRA 6.3.7 this is no longer possible: only the "suggested users" are shown unless you type at least 1 character.

      This is a regression of the fix to JRA-27396
