When cloning, issue links can not be copied unless there is a link to a JIRA issue

If the only link on an issue is a link to a Confluence page or some other external page there is no option to copy this link when cloning the issue.

To Reproduce

1. Create an issue in JIRA.
2. Link the issue to a Confluence page
3. Clone the JIRA issue.

Result
In the Clone Issue dialog there is no checkbox to copy issue links.

Expected
The checkbox should be shown to copy issue links.

Workaround

1. On the issue you want to clone, add a link to a different JIRA issue (just don't use 'clones' or 'is cloned by' types)
2. Now when you clone there is a checkbox to copy links. Check the box. The Confluence/external link will be copied along with the JIRA issue link.
3. After cloning, remove the unwanted JIRA issue link.
