When using a text search like text ~ foo on an instance with a high number of custom fields, it is possible to receive a proxy timeout, or an empty result set from JIRA. It also results in the quick search functionality being significantly less useful.

I propose that we create a way to configure the scope of the text searcher.

One thing to consider is a way to let the user know that the text searcher will not search all custom fields.
