Allow Administrators Permission to configure Custom listener

      Allow Administrators rather than System-administrator to have permission to configure the listeners in the JIRA Toolkit Plugin to allow re-opening of issues on comments from e-mail.

      The listener functionality of the plugin is currently locked down to system-administrator and therefore cannot be configured on JIRA CLOUD.

      Setting this to administrator or site-admin would allow this to be configured.
