Description

If you have a Service Desk ticket that you move from the Service Desk project to a regular JIRA project, keeping the SD customer as the reporter, Notification Helper will say that user will receive notifications, yet they do not.
Not sure if the bug is that they do not get notifications, or that Notification Helper says that they should.
