Drop Down Menu will not work if disable common module

      Steps to reproduce the problem:

      1. Disable the common module from the jira-help-tips plugin via Administration -> Manage Plugins -> System Plugins
      2. Search any words from Quick Search.
      3. From the screen, you can't expand any drop down menu such as Dashboards, Projects, Issues or Agile.
