Email annoucement by releasing a version

I'm registered to a lot of JIRA issue tracking systems, e.g. Spring, Hibernate, OpenSymphony, Atlassian. Sometimes I'm interested in a special version of a project which isn't released yet. I do not want to check each special version every week. Hence an email announcement would be great if a version is released.

The email should contain the project (with link), the release (with link), a link to the release notes or it could contain the whole release notes. A customized email could be possible also.

Like the "watch it" operation link on issue details page, there should be a "(un)register annoucement" link by each release on the road map page.

A background process should check every 30 minutes if there is a new released version. The releasing action should be at least 30 minutes old, because somebody could released a version by mistake and immediately unreleased the version again. The worst case is that the email annoucements are mailed after 60 minutes.
