At some stage we should move from Tomcat 2.1.29 to 5.0.x. Mainly because we can then specify the hsqldb url in non-relative terms, with 'jdbc:hsql:${catalina.home}/database/tomcatdb'. This will prevent the occasional user thinking they lost all their data when starting JIRA from a different directory.
