Pie Chart gadget is showing the wrong statistic for field which allows multiple values

      Steps to reproduce:
      1. Create a issue filter with JQL "labels is not EMPTY"
      2. Add a pie chart gadget which uses the above created filter.
      3. Notice the statistics on the gadget. The Total issue count is less than the Other Issue count.
