JIRA Version: v6.3.4
Browsers tested: Chrome v39.0.2171.71 and Firefox v30.0

Data required: Search query should have more than 20 pages of results.

Steps to Reproduce:
1) Log into JIRA
2) Click Issues, then click Search for Issues
3) Enter string of "Status != Closed" (Ensure >20 pages of results appear)
4) Navigate through the pages, or adjust the URL to bring you to this page (/?jql=Status !%3D Closed&startIndex=950)

Expected: User should see hyperlinks for pages 21 and 22 on the bottom of the search results, and be able to continue navigation

Actual: User can click the hyperlinks, but nothing happens. Also, if the URL is adjusted to "&startIndex=950", the page will refresh, but only bring them to results 951-1000
