Steps to reproduce:
1- Create a user with '+' in its username
2- List the users
3- Hover on the newly created user
4- Click on "More" and "Administer User"

JIRA can't handle the '+' characters in usernames
but actually creates such usernames automatically when coming from Atlassian ID.
