The standard create/edit issue form is very good for issue containing a few fields. The ordering feature in the field layout schemes is the only way to configure this form.
In large organizations, we have projects that are using 30 fields.
In this case, the standard create/edit issue form is not user friendly, because we need to scroll everytime.
What I propose is to be able to define templates for the create/edit issue form that can be associated to field layout schemes.
The administrator could then personalize the form. For instance, he could define a template to display the fields using 3 colums, or he could display them using dynamic tabs.
You could also provide 3 or 4 templates that can be reused across the field layout schemes.
For backward compatibility, the actual form should become the default template.
