Import Issues from CSV fails for non admin in IE

Steps To Reproduce

• create non admin user
• login as non admin and select Issues and then Import Issues from CSV
• specify csv source file

Expected Results

• CSV file succesfully uploaded

Actual Results

• throws javascript error and session expired with message "Cannot attach file A Import Test.csv: Your session has timed out or you were logged out. Please save your work and reload the page."

Reproduced in Internet Explorer 9.

Workaround

Works fine in Chrome and Firefox
