Allow administrators to disable CAPTCHA for specific users

      To disable CAPTCHA for the entire instance, administrator can use this guide - Disable CAPTCHA from JIRA database. However, it is not possible to disable CAPTCHA per user.

      This is useful for specific user accounts that are being used to run scripts.
