The issue collector doesn't work if access to the sessionStorage has been denied by the browser/user. As an example I attached screenshots for the settings and a screenshot of the issue collector on the Atlassian Marketplace page for the issue collector itself. As you can see the popup stays empty and there are a few errors on the console.
