"Purchased Add-Ons" notification hangs

The notification about purchased add-ons always comes back and annoys us, although when clicking on it Jira tells us that there are no purchased add-ons to install.

The bug is reproducible in the following way:

• Install JIRA on a Debian Linux machine (squeeze) as test-version with user account A
• Install JIRA Agile as test-version with user account A
• Install Tempo Timesheets as test-version with user account A
• Purchase JIRA, Agile & Tempo with user account B
• Go back to JIRA instance and enter licence keys
• Look at the top right for notifications (see screenshot)
