Improve UI visibility when synchronizing is running in another node

    Description

      The suggestion is resolved on 7 Jul 2017 and tracked as a bug JRASERVER-62311

      In JIRA Data Center, users are able to click the synchronize option (if they are connected to external user directories) although synchronizing has already been initiated in another node. This will create confusion and might trigger errors in synchronization.

      It is best if there is a message in the UI to notify users that synchronizing is currently running.
