Fix concurrency issue in bulk edit

    Description

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      Sometimes, instead of submitting a new bulk edit operation, user is taken to the progress page of an existing one if there is one in progress, due to incorrect limitation on the number of such operations.
      Cause: There is only one bulk edit operation allowed at any given time.
      Fix: There is one bulk edit allowed per user per operation type (watch/delete/etc).
