workflow transition's name truncated when exist more than 25 characters

Hi everyone!

We've improved the usability of the Issue status menu by introducing the following changes:

• Transition names now have tooltips so you can check the full name on hover.
• We've increased the default width and made the menu responsive, so you can resize the dropdown as needed, within reasonable constraints.
• When the workflow contains a large number of transitions and statuses, we display a vertical scrollbar to simplify interaction with these elements within the menu.

The fixes also include some general usability updates, like adjusting the proportions of elements in the menu and fixing the sizing of dropdown items. The updates will be available in Jira 9.4.2, 9.5.1, and Jira 9.6.0.
