Please amend the tooltip text for the "permalink" icon in JIRA to something that it actually does

      The tooltip for permalink currently states:
      "A permanent link to this comment"
      The doc set at:
      https://confluence.atlassian.com/display/JIRA/Commenting+on+an+Issue
      states how the feature used to work. This isn't the case now.
      Please amend the tooltip to something more informative and update the docs.
