The new button under "Issues" menu called "Import Issues from CSV":

calls the following page: https://DOMAIN.atlassian.net/secure/BulkCreateSetupPage!default.jspa?externalSystem=com.atlassian.jira.plugins.jira-importers-plugin:bulkCreateCsv
And "External System Import" - "Import from Comma-separated values (CSV)" calls the following page: https://DOMAIN.atlassian.net/secure/admin/CsvSetupPage!default.jspa?externalSystem=com.atlassian.jira.plugins.jira-importers-plugin:csvImporter
As a result, both imports work differently. Using the new link, you cannot map certain fields, for example, "Issue ID" and "Parent ID" - that are mandatory to import sub-tasks via CSV. Using the 'old' approach where only administrators have access to, those fields are available.
