Steps to reproduce
Set User's language to Japanese
Enter any issue and hover your mouse to the date fields on the right side panel
Expected behaviour
Tooltip should display the date associated to the field being hovered
actual results
Tooltip is displayed but with some HTML codes, instead of the expected Japanese characters as seen here
