Remove MaxPermSize JVM argument since Java 8 no longer supports it

      This appears in the logs when running JIRA with Java 8:

      Java HotSpot(TM) 64-Bit Server VM warning: ignoring option MaxPermSize=384m; support was removed in 8.0

      We should remove the MaxPermSize argument in versions of JIRA that only support Java 8 and above.
