      A user should be able to choose a Released version from the Affected Version drop-down (like today), but not from the Fix Versions (like archived release behaviour today). Allow an admin function to only show unreleased versions in issue Fix Version field.

      Today, if the Version is archived, then the version is not available from both the Affected and Fix version.
      A released version should only be selectable from the Affects Version field, not Fix Version.
