UserPref configuration UI does not work for OpenSocial gadgets (Regression)

      Steps to reproduce:

      1. Create a minimum, standalone OpenSocial gadget that contains at least one <UserPref>, and host the xml on a web server
      2. Add the gadget to a Jira dashboard
      3. Open the Edit dialog

      Expected: UserPrefs are visible and editable in the configuration GUI

      Actual: No config GUI opens

      This is a regression. The exact same gadget works for me in 5.2.5, but fails in 6.3

      The issue has been discussed in https://answers.atlassian.com/questions/291779/edit-of-open-social-gadget-doesn-t-work, but I was not able to locate an existing bug report for it. This problem blocks our planned upgrade from 5.x to 6.x.
