Permanent link feature in comments on View Issue page doesn't work

Reproduce:

1. View issue page
2. Add a comment if one doesn't exist
3. Click on the little permanent link icon to the right of the comment
4. The page will reload and put the comment URL in the address bar as it's supposed to
5. Then the address bar will clear after 1 second and return to the regular issue URL.

What should happen:

The permanent link comment URL should stay in the address bar after clicking the link icon, allowing the user to copy the URL from the browser address bar.

Google Chrome Version 36.0.1985.125 on OS X 10.9.4.
