Currently you cannot create a filter that shows you all issues that are linked to issues in a current state. Nor can you create a filter that shows you all issues with links of a particular type.
It would be useful to create a filter that showed all issues that were 'blocking' other issues - that is, all issues that were preventing issues from closing.
