Steps to Reproduce:

This problem does not occur in 6.3.
I tested in versions 6.2.1, 6.2.2, and 6.2.7 with positive results.

1. Log in as a jira-user.
2. Go to the Issue Navigator screen.
3. On the right side of the screen, hover with your mouse over an issue. You should see a tool cog. Click the down arrow or the cog associated with that issue.
4. Choose "Add Vote". Nothing happens.
5. Open the Issue by clicking on it.
6. On the right side of the screen, click "Vote for this issue". A vote is registered.
7. Go back to the Issue Navigator.
8. Hover over the Issue that you just voted on. Go to the cog on the right side of the screen and click on it (or the down arrow).
9. Choose "Remove Vote". Nothing happens.
10. You can then repeat steps 5 & 6 , and instead click on "Remove vote for this issue".

Expected Results:

Clicking "Add Vote" and "Remove Vote" from the cog should produce results.

Actual Results:

Nothing happened. The drop down did not function as expected.
