Cannot generate license during JIRA setup on Safari and Firefox

      Hamlet returns 403 for some reason, this happens only on Safari 7 (didn't check previous Safari versions). It seems likely that this bug affects JIRA prior to version 6.2.7 as well.

      Update on Nov/2014: It also affects Firefox (see https://jira.atlassian.com/browse/JRA-39131?focusedCommentId=669801&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-669801 for more details)

      This behaviour is reproducible when the browser has not visited any *.atlassian.com site prior to the installation.
