In JIRA 6.2 Release notes, in the "Simple issue type configuration" session, the screenshot and text are not very clear for the customers. By looking the screenshot, seems that any Project Administrator will see the option to configure the Issue Type workflow, by simply clicking on it. However, when you go to that screen, only if you are a Administrator you will see an "Edit Workflow" button on the top of that screen and then will be able to configure the Workflow:
In the actual screenshot, this button is not present however the user is able to edit the workflow. Here is what I see when I am a Project Administrator but not a Administrator:
It would be great if we can change that information to avoid any misunderstanding.
