REST API for get users in group does not provide inactive users

Not sure if this should be a bug or improvement request. The group API returns a list of users including an Active flag, but it is always true since inactive users that are part of the group are NOT included. Given there is an active flag, one would assume both types would be provided. At least there should be a parameter to control whether they are listed or not.
