Fields cannot be moved on "Configure Screen" page

On the "Configure Screen" page fields are not possible to move. When selecting a field and trying to move it some text and a button is displayed on the bottom of the screen. (see attachment)
The text and the button overlap. Looks like a javascript issue.

Tried both in Opera and IE
