When a user is an assignable user according to the project's permission scheme, but the user is not able to see it due to the security level set for the issue, the issue can get assigned to the user.
Request
Can the available users to assign an issue to be checked based on the security level settings of the issue
or
Can a warning get displayed when an issue gets assigned to a user who is assignable user, but does not have the proper security level to see it?
