Changing assignee on page does not generate email notification

Using the Assign button in a JIRA issue to change assignee will generate an email notification if the notification scheme is set to send an email at the Issue Assigned Event.

However, if you edit the assignee field on the page with the hover edit functionality, JIRA will not generate an email notification.
