Current behaviour
Currently if you add an user as a watcher to an issue which he doesn't have "Browse Project" permission, he won't be able to receive notifications.
Expected behaviour
Allow the watcher permission to work independently of the browse project permission so an user added as a watcher receives the notification even if he doesn't receive the browse project permission.
This can be useful for users who want to grant access for one ticket specifically, but not all of the tickets in the project.
