Content of Gadgets don't change when Locale changes.

      1. Create JIRA with a Japanese user.
      2. Make the user used default dashboard. It should have the assigned to me and admin gadgets on it.
      3. Restart JIRA.
      4. Login to JIRA an Japanese user.
      5. Go to their dashboard.
      6. Switch the Locale of the Japenese user to English.
      7. (BUG) Go to their dashboard. There is Japanese in some of the gadgets and English in others.
      8. (BUG) Go to the dashboard in another browser. Same problem.
