Display user info dialog whenever usernames are displayed

      Users want to be able to access the user info dialog (see attached image) by hovering over a username anywhere that a username is shown.

      This is already happening on Assignee field, Reporter field, mentions on issue comments, etc., but doesn't work inside gadgets like Activity Stream and Project Pivot.
